We welcome many of the proposals being put forward for reforming the system - in fact, they are almost identical to ones we suggested back in 1999!
Our response highlights the areas that need attention, urges the Government to act, and includes the full text of the proposals we made 10 years ago.
We hope that the Treasury will fund the necessary reforms, rather than continuing a punitive and destructive approach to benefits and welfare.
